My apologies. I've been a fool.

I had installed the SVN client into the same directory as Tortoise.
Having forgotten this, I assumed that svn.exe was a Tortoise program.

I'm all straightened out having now gotten the most recent Subversion
client release.

Sorry for crying wolf!
