[TSVN] Why not consolidate tsvn and language packs?

Hi Lubbe.

We have many language packs in tsvn and most of tsvn users one of both:
1. english version user.
2. english version + one of lang. packs user.

How about changing release products like this.

A. english version
B. international version including all of lang. packs (one shot install)

Maybe, it helps intl' users avoid two step installing. (at least to me. :) )

How about your opinion about such a international version?
