I never liked that one, and never set it. I would get rid of it and make
it implicitly false.

Works round an SVN bug (fixed in 1.2), but not a problem with the new
cache.

I would definitely want to keep this one. Even with TSVNcache, I don't
always want recursive scanning. For example I have a wacky IDE which
insists on modifying the project file every time I start it. That file
_has_ to be versioned because it contains the optimiser settings, but it
is in a permanently modified state. Having that status propagated back
up the tree is almost as useless as having nothing propagated back up,
and 'nothing' takes less processing time. But it could default to true.

Need to keep it for the benefit of apps which are badly behaved with
TSVN.
