It is a special case of switch (switch --relocate). TSVN is just enveloping
it. Stefan can surely shed some light on why there are two menu entries for
this command. I think it's because files and folders can be switched, but
only folders (read working copies) can be relocated.

The menu icons are chosen deliberately to indicate that switch (document
icons) refers to some local action and relocate (database icons) refers to
something remote (even though the changes happen locally in both cases)

I think it wouldn't make a difference if we had only one menu entry (switch)
and an additional relocate checkbox in the switch dialog. It would also
shorten the menu a bit, but I'm not 100% sure about the reasons for choosing
two commands (see above)
