It's not a special case of switch. It happens to be in the switch
command only because the word "switch" is what people think will do.
Basically, it has to do with the english language, not with the
function/feature itself.

switch and relocate are two completely different functions. Switch will
switch your working copy to another part of your repository, while
modifying your working copy accordingly (files get updated/merged/modified).
Relocate will simply rewrite the entries file. All it does is replace
the old URL string with the new one, without doing any checks! So if you
enter an invalid URL in a relocate, you can get to a point where you can
throw away your working copy and check out a new one.

I don't think it would be a good idea. Relocate has nothing to do with
switch, and therefore it shouldn't be part of the switch dialog. But
that's of course just my opinion.
