Those files are made into the necessary files as part of the process of
building apr, I think. (ISTR that happens as part of the normal build
process.)

You are running BUILD.BAT, aren't you, and not just trying to build in
VS? (You can build in VS, but not until you've done a 'proper' build at
least once.)

I suspect you'll find something is failing earlier than the point you're
seeing those files missing.
