[TSVN] Set arbitrary revprop for client version

I wonder how difficult it would be to add an option for TSVN to set a
certain revprop to send its version number on every commit (something
like tsvn:client-version)?

I would like to be able to determine in my SVN pre-commit hook what
version of TSVN committers are using. At some point I will disallow
using any version earlier than when the Bug-tracking properties were
introduced.
