[TSVN] Non-recursive update

Hi folks,

I have just noticed that while we support non-recursive checkout, we
don't seem to support non-recursive update, so there is no way to update
a top-level-only checkout. Is it possible to tell from the WC that a
non-recursive checkout was used, and select NR Checkout automatically?
