I have created a folder named C:\temp and set the permissions to
Everyone - Full Control. I've also add the permissions SYSTEM -
    Full Control.

    I've placed TortoiseSVN-1.1.1-UNICODE_svn-1.1.1.msi in that
directory and it produced the same error.

This is my attempt to follow the instructions in Q217714.

Do you have any other suggestions?
