I think that Michael is right here. Making people wait for something they
don't want / need at that moment is not a good idea. That would explain a
lot of the slowness I experience on some working copies with TortoiseSVN,
even though I've go lots of ignores defined.
If I'm inside the commit dialog and check "show unversioned files", I'm
happy to wait a while. Especially when a nice hint for this checkbox tells
me "This may take a while, because TortoiseSVN has to scan all
subdirectories for unversioned files". If you cache the results, checking
and unchecking will give immediate response. Only F5 will make the user wait
a while.
