1) You can't checkout single files with subversion, only folders.
2) There is no such thing as checking out anything depending on a custom
flag. The only thing coming close to it is using tags, so you can check out
everything that belongs to a tag. I recommend reading the Subversion
documentation on branching and tagging http://svnbook.red-bean.com/ to
understand how this works.

By the way. We need someone from Norway who keeps our Norwegian (bokmal)
translation of TortoiseSVN up to date. Are you willing to help?
