[TSVN] Makefile for docs (was New info on hooks in docs)

I am not sure how make will be any better or quicker in the docs because
there is no direct dependency relating html output to xml input, so it
will still have to delete everything and start again.

One thing that would be useful is a quicker way of checking xml
consistency. I always build the one page html only, because at the
moment that is the fastest way to make sure I haven't got any tag
mismatches. Is there an xml checker which would do that quicker without
actually generating the output?
