There would be no immediate benefit for the docs alone, that's right, but
currently build.bat builds everything. I want 'make install' to only build
the docs when necessary or to only create the installers when the underlying
.po file has changed.

The only thing that works quickly is checking against the dtd, but oXygen
and XmlSpy currently stumble over our xIncluded files. I can modify our dtd
so that it allows the xi:include attribure. (Mental note here, try it
tonight).
