Log in as the user that owns the svn repositories, run your
pre-revprop-change from the command line and check it's output. If it works
from the command line and it doesn't work when called from TortoiseSVN or
the svn command line client, then you surely have a path / permission
problem on the server.
TortoiseSVN can't do anything about this. It's a server side configuration
that you have to get straigt.
