No error output there?
Check the apache error log.

No. TSVN does the job quite well. The params are passed ok.
If you don't believe me: I can use TSVN to change log messages of our
own repository (svn.collab.net/repos/tortoisesvn) without any problems.

You'll have more luck asking on the subversion mailing list
(users@subversion.tigris.org) about how to get your pre-revprop-change
hook up and running.
