You _must_ have admin rights (or at least the right to write to HKLM)
for TSVN to install. If you don't have that rights, the install will
fail. Sure, we could do the install anyway, but then the icon overlays
and the context menu's wouldn't be available for all non-admin users and
we would get more bug report mails than we could read in a day!

Once you've installed TSVN, you can use it as a normal user without any
admin rights.
