[TSVN] Installing for a single limited user

Hi,

Is there anyway to install tortoiseSVN for a single limited user?

I really don't want the other members of my family to have the tortoise
interface in the context menu, but also I don't want to run as an
administrator. I have tried running msiexec with runas, but that approach
doesn't seem to work in some way.

I could elevate my user for a limited time, just to install though. Are
there any gotchas with that approach?
