I can confirm the problem with the \" for an european Language (French). So
I think you have discovered a bug in ResText. Stefan is trying to find out
what's going wrong. Thanks for your report.

I know, because the hotkeys have been modified to be more consistent for the
upcoming 1.0.7 release of TSVN. The pot file was built from HEAD and you
translate against a 1.0.6 dll. That's why some hotkeys are wrong.

I fear pyrasis has done too much work, because he will have to undo it for
the next TSVN release (Well it's good for a 1.0.6 Korean language pack)
We will make new Tortoise*Lang.dlls and a new TortoiseProc available when
1.0.7 comes out.
