Ah!

You have better po file checker than what I have! (poEdit :))

I attached fixed version of po file.

And below is the result after applying.
May be this indicates some error. what's this?
And more, after copying the result files into the TortoiseSVN Language directory
and set the language "Korean", but, all the context menus show
"TortoiseSVN Tweak.. blah.." what's this?

These are the "raw" TortoiseProc and TortoiseMerge language dlls.

Assuming that 1042 is the Korean 4-digit code you call:
ResText apply TortoiseProcLang.dll TortoiseProc1042.dll Tortoise_kr.po
ResText apply TortoiseMergeLang.dll TortoiseProc1042.dll Tortoise_kr.po

Then you have the two dlls that you should copy into your
C:\.....\Tortoisesvn\languages directory

Running msgfmt on Tortoise_kr.po reveals that there are six accelarator keys
missing. Did you forget them or don't you need them in korean?
