Mark,

Thanks for your help. I turned on svnkit logging, and found it was
fetching the private key from a location I didn't expect. When I moved
the directory it stopped working. Looks like the bug was at my end.

But...

The fact that svnkit gave no intelligible error message is very, very
bad. Cost me seven hours of debugging today.
