And to be clearer for future ref for others...
I set the local port in Connection > SSH > Tunnels to the default 3690, so I only had to connect from Subclipse as "http://localhost/repository/folders".
So it was basically from Subclipse to the listening localhost(:3690) tunnel on a connected SSH PuTTY terminal to the external IP, which then hopped to the internal 192.x.x.x:XXXX address on the far end.
