Yes. Assuming RC4 is officially released.

Eclipse doesn't provide any facility for doing so in a reasonable manner.
I intend to put the release on a new update site so that only people that
have seen and read the announcement (which will have this information) know
about it.

Completely different. Those people took release candidates that were never
officially released and packaged them in a distro. That is obviously not
correct. I am waiting for an official release candidate and as I said it
will not be an automatic update.
