Ideally, all actions should be hitkeyable because there might be a user
out there who wants to bind just the action which you omitted.

If there is a CVS binding, we should use the same keys (even if they are
braindead).

If something is not hotkeyed in CVS, ask yourself how often someone will
need that. If the answer is "seldom", then don't map it by default.
