Installing 0.9.30

I thought I would move from Eclipse 3.1M6 to Eclipse 3.1RC1. Because I
am using Subversion 1.1.4 I have to stick with 0.9.30 rather than using
0.9.31. I downloaded the relevant file from the Web site and put the
expansion of it somewhere accessible. Starting RC1 I loaded various
plugins from remote sites in the usual way. However when I tried to use
the "define local location" nothing happens -- no addition of the just
named directory as a location for a plugin. Is this a known misfeature
of RC1?

The point for this list is: Is it possible to have 0.9.30 accessible on
the Web site as well as 0.9.31 so that those people having to use
Subversion 1.1.x can get the Subclipse plugin using the usual
mechanisms?
