Oh, the idea is actually very simple. It allows anyone to participate
into translation using provided web UI at
http://babel.eclipse.org/babel/ and help to keep track of all missing
properties. Basically user can translate one property at a time. Then
once translation is complete maintainers can package it with
distribution. That is all.

You can take Babel server code and install it in your own environment.
Though I am not sure if it support svn repositories yet.
