We do something similar for Mylar. I would not be against it.

You should also take a look at our svn-1.5 branch. I have changed the
packaging of the plug-ins so that everything is in plug-ins (no more
JAR within a JAR). JavaHL and SVNKit will be plug-ins as well that
contribute to an extension point.

Only JavaHL works at the moment though until SVNKit supports all the
new 1.5 features we use.
