Sorry for including a couple of changes in one patch.  I started 
integrating the TortoiseSVN icons and wound up getting inspired and 
changing a few other things.  This patch contains the following:
1)  Integration of TortoiseSVN Icons:
A folder named "tortoise" was added under "icons/full" and the Tortoise 
menu icons were added.  I also changed the plugin.xml so that these icons 
were associated with menu items.  I only assigned icons to the actions 
that lined up one to one with Tortoise.  So there are still some actions 
with no icons. 
Since these icons have to be GPL licensed, I added a file named about.html 
to the UI plugin.  This file should normally detail the license for the 
plugin, as well as any acknowledgements.  I copied the standard Eclipse 
verbiage and then added an acknoweldgement for Tortoise.  Overall, the 
verbiage could be cleaned up and made more Subclipse specific.  You can 
see this info in the Eclipse UI by doing Help -> About and listing all of 
the plugins.  Then select the Subclipse UI plugin and click on More Info.
2)  New icons for the Pending Operations View.
3)  Updated overlay icons to be the latest ones from Eclipse, just some 
minor color changes for the most part.  Changed the overlay icon for 
"conflicted" to be the same icon you see in the Synchronize view.  Added a 
new overlay icon for "Added".  Modified the decorator code to use the new 
icon for Added.  Previously, it showed the "Checked-in" icon which could 
be considered a bug.  One thing I would like to have fixed, but couldn't 
see how, is that folders are not decorated if a file has been added to 
them (and that is all that has been done).
