I think they don't. Unless I missed something.

It looks as though the Windows build uses the makefile at
tools/dev/windows-build/Makefile. I am guessing that packagers for the
Windows platform are using this as their starting point? Anyway, this
makefile makes absolutely no mention of libmagic.

I'll merge the two items into one:

* Python programming:

  - SVN-3914 - Implement building with libmagic on Windows in the build
    scripts and document it in INSTALL.
