That makefile is not the primary way to build on windows. The primary way is
what INSTALL documents, i.e., gen-make.py and build/**/*.py.

Given that the makefile specifies serf 1.1.0 and configure.ac enforces ≥1.3.4,
I dare say that no one uses that makefile any more.
