1.7.3 changes "make install" to install tools/dev/mod_dontdothat

I didn't test 1.7.3, but after testing 1.7.4 I compared its installation directory with 1.7.2 and noticed that lib/apache2/modules/ now contains mod_dontdothat.so.

The change was made in 1.7.3. CHANGES: "General: ship mod_dontdothat with the standard release".

Merge the r1207555 group from trunk:

 * r1207555, r1207808
   mod_dontdothat: contrib/ -> tools/ and relicense under ALv2.
   Justification:
     ASF infra is using this so we should maintain it.
     Stuff in contrib/ isn't officially maintained.
   Notes:
     r1207555: Perform the move (from r1207550) and relicense
     r1207808: Enable building mod_dontdothat from our standard make scripts.

It is installed by "make install" and not by "make install-tools".  That looks like a bug, because I think "make install" should (a) not change in a point release and (b) not install any "tools".

Thoughts?
