There are still items on
http://subversion.apache.org/roadmap#release-status that don't have
a green light next to them. Shouldn't, by your logic, all of them be
green before an RC is rolled?

(Some of the items have been done --- eg, serf is resolved, and I remember
Paul and Julian reviewing XFailing tests and APIs; but I don't know where
"API Profiling" and "Update CHANGES" stand.)
