We've had propget and proplist forever, and propedit has been added.

I lean towards supporting a URL argument for propset/propdel (as per
Dave's summarization of previous discussion), and would also be happy
with punting that work out of 1.5 entirely (leave it a bite-sized task
for 1.6).
