Does this mean that "patch" (GNU or otherwise) will be a prereq for
using "svn patch"? Is patch usable as a library in any way (or at
least as a stdio filter)? Is this a feasible requirement for Windows?

(Thanks for speccing out the feature; it looks solid in general. I
have a few other questions but not the time to write them out now.)
