I'm in favor of this backport. With ra_serf not yet built by default,
and all the changes in this diff contained within the
subversion/libsvn_ra_serf/ directory, this is a very low-risk change
which has the upside of potentially getting more testing of ra_serf by
adventurous users who build it themselves.
