I'm already working on this patch, but due to spotty 'net access lately
(thanks, useless ISP!),. I haven't finished it yet.

I'm also wondering if we should rely on umask or some other mechanism
when setting the write (and execute!!!!) bits "carefully" (in APR, that is).
