Yes, just svn_io_set_readwrite_carefully. If that is fixed, then we
won't be relying on APR's behavior with Win32 ACLs anymore anyway.
The patch will probably go through a few cycles to get the Unix
permissions dance right if APR doesn't quite do what is expected, but
the Unix folks will help, I'm sure.
