svn_client_status2 inconsistency

As discussed on #svndev:

When using the svn_client_status2 call with recursion off, get_all on,
and update on, on the Root of a svn checkout it will return all the
subitems that are part of that directory, however when using the call on
a directory thats under the root of a checkout, it will only return the
status of that directory and not list it's items. My request is, is it
possible that this behavior can be changed to always return the items in
the directory like what happens in the root?
