This issue concerns the usage, not the development, of Subversion, and
as such should have been sent to users@, not dev@.

Please remember this in the future, and use the correct mailing list.

Now, to answer the issue:

The Win32 binaries are compiled for Apache 2.0.x and will NOT work with
Apache 2.2.x.
