Of course not:

$ ./svnadmin.exe help
general usage: svnadmin SUBCOMMAND REPOS_PATH [ARGS & OPTIONS ...]
Type 'svnadmin help <subcommand>' for help on a specific subcommand.

Available subcommands:
   crashtest
   ...

It's right there at the top of "svnadmin help".
