This is solely a change to files within packages/rpm/, right?

If so, I'm happy with it going into 1.3.0 (with the usual voting),
because I don't think the RPMs are officially soak tested, so I don't
see that holding this change off to 1.3.1 buys us anything in terms of
stability assurance.
