Fixed issue #1456, can this get into 1.3.0?

I (finally!) figured out a way to fix issue # 1456: Subversion RedHat RPMs
have bad interaction with NFS server/client.

This is causing NFS users to print copious amounts of log messages saying
that /home/david/..... or /home/dsummers/...... (the directories I build
my RPMs in) are not found on the host system.

Is this serious enough to put in to 1.3.0 or should it just go into the
normal bug fixes for 1.3.1?

(It doesn't cause any failures, just lots and lots of output and (some)
people have been living with it since the beginning).
