Get 1.3.0-rc5 out this week?

Hi,

According to STATUS on the 1.3.x branch, the soak for 1.3.0 started 30
November and it will end 28 December. The final soak week starts 21
December (next Wednesday). This means that we want an RC5 out early next
week, and since testing and signing takes some time, it would be good to
have the inofficial RC5 rolled this week. danderson indicated on IRC
yesterday that he should have time to roll this week. Does that still
hold true, Dave?

Below, I've tried to summarize the branch status. Please add to this if
I've missed something.

We have the following merges on the 1.3.x branch:
* r17589: mod_dav_svn XML parsing fix.
* r17598: Docstring fix.
* r17507: Windows dist build fix.
* r17521: cmdline help improvements.
* r17692: Undeprecate svnserve -R
* r17638, -39: Bindings compat fix.
* r17697: Revert OS X workaround for buggy connect().

We have two changes pending in STATUS: one pretty important, which fixes
WC corruption problems in some less common cases (r17665 and -6). This
needs one more vote. There's also a Windows build fix for VS.NET, which
seems not so important since our official binaries are built with VS 6.0.
This wants two more votes.

We have had a test failure report with BDB and two reports about crashes
because of translation errors (possibly). I haven't been able to reproduce
the latter problems (see for example
http://svn.haxx.se/dev/archive-2005-12/0384.shtml). These seem to have
been there since 1.2.x. And there is an easy work-around if it is
truly translation related...
