[l10n] Translation status for 1.3.x branch

Hello, fellow translators,

Since 1.3.0 is approaching (really;), I ran Erik's translation status
script to get a feeling for how the translations are catching up. Below
is the report. Statistically, at least, it seems like most of the
translations are in pretty good shape. There have been some help message
tweaks lately, so it would be nice if each translator could take a look.
One or five untranslated error messages is not a problem IMO, but it is
cool if our help output is consistently translated.

(Of course, I did this myself, so don't be surprised about the numbers for
sv.po:-)
