The EBCDIC port is just a server. We do not have an EBCDIC client, (yet)
and we certainly are not using it to commit to your repository. We do
almost everything with TortoiseSVN, although I may have done a couple of
commits using Subclipse (via JavaHL). I think I have also done a couple
from OS X using the regular CLI.

PS - The EBCDIC port is about working correctly on a system where EBCDIC
is the default locale. We still run Subversion in ASCII/UTF-8 mode on the
EBCDIC system.
