Once it's available I think it's perfectly acceptable for you to use a
EBCDIC client, if that's what you want to do. The server is supposed
to work with any client that follows the protocol.

As for the current problem, I'm not sure the client has any influence
since svn:date is generated by the server during the commit. A client
could subsequently change svn:date, but I can see no propchange email
so that doesn't appear to have happened.
