Atomic commits for intra-tree externals?

It seems that the subject of atomic commits for intra-tree externals
(relative externals, "svn:internals", etc) have been brought up several
times on this list (for example in
http://svn.haxx.se/dev/archive-2005-01/0331.shtml 3 people agreed that
it would be a good idea), but I couldn't find whether this was ever
discussed in detail and whether any issue was ever filed on this. So,
was there any resolution on this? Thanks!

P.S. I've filed http://subversion.tigris.org/issues/show_bug.cgi?id=2402
but it was closed "INVALID - no pointer to a mailing list discussion".
