[Conclusion] Subversion 1.3 distribution tar slimmer?

+1: kfogel, sussman, brane, dionisos (ie me)

maxb was in favor, but proposed phasing out.

So, I think it has been decided we won't be distributing neon and apr
in-tree anymore.

brane was in favor of ripping it out at 1.3 while maxb wanted to
gradually phase out.

My reaction to that is to try 1.3-RC1 without and see what happens. We
can always switch to maxb's plan in 1.3-RC2.
