Proposal: Prefer to use preinstalled apr, aprutil, neon, rather than using in source dir ones.

If there is a system installed version of neon, apr or aprutil, I see no
reason not to use it by default.

Any objections to me making it so?

Would people like me to add any special options to force the use of the
included library source even if a system one exists?

Perhaps --with-apr=included or --with-included-apr ?
