It's not specifically scheduled to be in 1.2, but it could go in 1.2 if it is
ready.

Unfortunately, nobody else here knows exactly what the functional design of
this feature is, so we don't consider it to be ready. If you want to get this
accepted, perhaps you could persuade someone who is interested in this feature
to write such a design proposal, and then we will be able to assess the
proposal and test your implementation against it. Presently, I believe that
anybody wanting to properly review your changes will have to reverse-engineer
such a design from your changes, and I at least am not prepared to do that.

The design proposal could be in the form of a reference section for the book,
which would kill two birds with one stone. The important thing is that is
describes the behaviour in enough detail to cover every way in which the
feature affects Subversion.
