[L10N] preliminary French translation

Hello devs,

Please find attached a preliminary partial translation of subversion
commands strings in French for r13471 (I think). It seems to pass 'make
locale' on my debian laptop.

There is a leading lexicon about the vocabulary more or less consistently
used thourough the document, and some comments about the 'spirit' (or
absence of spirit) of the translation.

I tried to translate all user-oriented messages, especially all strings
related to 'svn* help'.

Not all error messages are translated, because I don't have much time and
I don't feel that it brings a lot of comfort to a French speaking average
user to know that there is an obscure problem within a system call in the
backend. I guess the admin can speak English, and a poor or even not so
poor translation would no help him to figure out what's happening anyway.

Maybe I'll send updates if I have more time, someday. In the meantime,
everyone is more that welcome to improve on that base.
